Minutes of a Meeting of Compton Bassett Parish Council
Held on Wednesday 26th October 2011 at 7.30pm
at Yatesbury Village Hall to discuss planning application N/11/02920/WCM – Hills Waste Recovery Facility

Those Present: Cllr Sczcesiak (Chair), Cllr Barnett, Cllr Coward, Cllr Henley, Cllr Ransom, Charles Reis, Cllr Jane Page (Yatesbury pc), Cllr Gib Hancock (Yatesbury pc), Cllr Dave Grafton (Cherhill pc), A Maddox (Clerk)

  2. Register of Interest under the Parish Councils (Model Code of Conduct) Order 2007 – None

  3. Cllr Sczesiak explained the purpose of the meeting was to collate information gathered about the Hills Planning Application into an informative flyer which would be distributed to the residents of Compton Bassett.

    Cllr Coward discussed his findings from the Hills Application (document attached). Cllr Hancock felt that the Application went round in circles without any specific business reason. It was just a centralised, cost effective facility for Hills to enable waste collection from anywhere in the country and they appeared to be using the need to meet Wiltshire Council’s waste need as a valid argument.  Cllr Henley said it would be more appropriate logistically to use Stanton St Quinton rather than the Compton Bassett site.  Cllr Page said that it was the cheapest option to expand the Compton Bassett site as they already own the land and also added that Stanton St Quinton ran a successful “no” campaign.

Cllr Ransom discussed his findings from the Hills Application (document attached). Regarding the volume of traffic, Cllr Barnett added that Hills had argued that the Ministry of Transport found the A4 was being used at low capacity by HGV’s. Cllr Henley added carbon monoxide readings had been high at the roundabout by Station Road in Calne.

Regarding the permanent nature of the new site, Cllr Page added that Ann Henshaw had concerns that if Hills moved for commercial reasons what would the facility, with planning, be used for then? There could be a permanent usage by another company.

Regarding the alternative access route, Cllr Hancock said it seemed that Hills wanted the cheapest option and were not worried about anything else.  Another route should be investigated and costed rather than being brushed aside.

Cllr Page commented that she had made the point to Andrea Pellegram about the impact on the community such as the emphasis on local jobs and help with fuel which she was only able to answer that there would in fact be less, more highly skilled jobs. Cllr Coward said that this is not something that has to be considered for a planning application for waste. Cllr Sczcseiak said that they mainly employed agency workers.  Cllr Henley said that the Porte Marsh building was only employing Compton Bassett site employees.

Cllr Coward brought up the Waste Pyramid idea (a national and local strategy) which would not be used at this site as it is not just local waste.

Cllr Page discussed Anne Henshaw’s points regarding the planning application. (attached). She felt that Yatesbury parish council were at a loss of what to do as there was such a vast amount of information in the planning application which was very confusing and the time span to consider it was so short. 

Possible Courses of Action
If the Parish Council’s object would that be enough to stop the application being approved and should Wiltshire Council be judge and jury anyway?

Cllr Coward said it was important to persuade the planning committee to turn the application down by lobbying.

Cllr Hancock suggested James Gray’s involvement.  Could he help with the contractual relationship between Hills and Wiltshire Council?

Need to get the press involved.  They will be involved with the public meeting at John Bentley School.  Cllr Sczcesiak suggested putting something in the local press.

Cllr Ransom suggested getting a flyer out to residents before the public meeting with all the valid points and the details of the public meeting with how to put objections on the website and petition details.

Plan of Action
Cllr Ransom to prepare a flyer to be sent to all houses in Compton Bassett.

A Maddox to email flyer to Yatesbury and Cherhill Parish Council and email details to local journalist asking if they would like to discuss it.  Also write to James Gray.

Cllr Page to go door to door in Yatesbury.
